"Alliance Metals," in an old, black, West Oakland neighborhood, is one of a handful of recycling places in the Bay Area that accept shopping carts. Some say the business helps the poor and forgotten, the leftovers, the people others just want to go away. And some  say the business enables too many homeless drug addicts who discard condoms and syringes and beer cans in the streets.

In front of Alliance is a park where young college kids recently created a vegetable garden and where do-gooders show up from time to time to offer free hot meals and Christian faith-healing.
